Actually there is a root user in Ubuntu,
it just isn't available by default.
(No matter if you use the "Workstation",
"Server", "Netbook Remix", etc.)

"sudo bash" will give you a root shell.
"sudo passwd" will enable to to change the root password.

IIRC these instructions are in the Ubuntu wiki.
