After a bit of Googling, I've found that it might already be available (but doesn't seem to work on my laptop). In gconf-editor, looking under /apps/gnome-power-management there is an entry for "ambient". In the ambient settings is the option to specify a v4l device to get input from. I have specified my webcam (/dev/video0) and set the interval to 15seconds. My webcam has a little blue light on it whenever it is in use - either with cheese or mplayer, it lights up nicely - but that doesn't come on at all and the screen brightness doesn't seem to change at all.
