Well guys,

I'd love to claim responsibility for this one but it isn't me!

It's not a bad time to be asking this sort of question at the moment, 
with the council facing 'challenging' budgets, and peoples jobs and 
livelihoods on the line due to restructuring and redundancy.

I'm not a great fan of the torbay gov website - it's about as intuitive 
as a brick, and contains little useful information.  That's not 
necessarily the fault of the developers of the site (and maintainers) 
more to do with the RI-RO principles that seems prevalent in most local 
governments.

In conclusion: to quote the famous song (and although perhaps it should 
have been) It wasn't me!
