In any case, mobile broadband dongles are cheap now so anyone who really wants internet access could probably get a dongle on Pay As You Go for instance. I'm going to be doing this myself as I occasionally find that I could do with internet access when I'm out and about (and £30 to £50 for a modem seems a bargain to me).
