PHP isn't exactly the nicest language to develop large applications with,
C# could be easier if you want to have a larger number of developers,
and have access
to .Net skills.

On the other hand, the nonsense about scripting languages not scaling, and then
not understanding the difference between machine code (lower level
than assembly)
and bytecode (higher level than assembly, essentially it's
pseudo-assembler for a virtual machine)
shows he really doesn't know what he's talking about.

To be honest, he doesn't know enough about either large systems, big
iron or basic computer
science to make a rational decision, he's clearly in the same
alternate universe as 24 and CSI
where you can use "software" to zoom into a blurred photograph in
order to see a face
rendered perfectly or a car registration plate that started off as 2 pixels.
