I suspect that that is one application that needs a foundation or other
body to hold attention and interface with the Inland Revenue, and
probably some paid elements among accountants and programmers as well as
all the apparatus of a fairly major FLOSS project.  The problem is the
maintenance, whcih has to be to the schedule o the IR.

Now after a while, when the IR started providing input as their front
end and back end grew together using FLOSS code, that might work well
and be taken on by the State, but to start with I'd look at a
substantial seed fund.
