Emdebian has these already available - I'm using them myself.

http://www.emdebian.org/

I'm still waiting for 'emdebian-tools' to move out of the NEW queue but
there is a script in Emdebian SVN that will setup your Debian box for
Emdebian cross-building: emsetup.

http://buildd.emdebian.org/repos/tools/em_make/trunk/

It basically adds the emdebian repository to
your /etc/apt/sources.list, updates apt, checks for the available
packages and upgrades / installs. If there are problems, the 'emchain'
script in the same toolset will build a new toolchain for you,
unattended.

Eventually, what you seek will be as easy as:

$ sudo apt-get install emdebian-tools
$ emsetup

'emdebian-tools' has already been in the NEW queue for well over a month.
:-(
