Was there a question in there?

Looks like you are bouncing email you shouldn't, but I'm not an Exim person.

If a message from "<>" received a 551, the MTA should discard it (double
bounce), so your Exim config is presumably toast, I'm guessing someone
fiddled with the defaults in some way.
