Or more precisely:

If all PC's were to be sold *without* an OS, who would pay for Windows out of their own pocket?

Punter:   I want to buy that £400 PC.
HellDesk: OK, you can have just the PC and install Debian yourself (we'll throw in a copy of the net install CD) or we can pre-install Ubuntu on that for £50 or you can have Microsoft Windows pre-installed for £400.
Punter:  So Windows is the same price as the PC?
HellDesk: No, £150 of the cost of Windows is the extra hardware required to meet the minimum installation requirements for Vista.

Duh!
