They're just slow off the mark. University of Helsinki get students to
sign up to the GPL for several courses. It's still not quite firm policy
though. :/

Software engineering project (a course) though I recall one company
wanted us to sign the dreaded NDA and handing them source rights. I
refused and many other students do the same, and the department respects
our wishes and finds us other projects.
