If it is Debian - liberal use of "dpkg --get-selections", apt-show-versions, diff, or even "rsync -n" (yeap rsync is a diff tool at heart). I really like vsftpd -- if it has enough features for what you need to do ... chrooting people into their own space is trivial, and there is little scope for error. What were the client issues with proftpd, as I found it "just worked" after about a day creating database tables for quotas and bandwidth management and integrating the authentication against the same database etc etc etc....
