I use Onetel on a package deal (£30/month), gets me 1/2 meg down 256k up, free landline calls as well.  I'd have a full meg but I'm out of the exchange limit.  That includes a static IP and unlimited up/down as well.  I've only had to call their tech help once over the last year for getting dropped service.  I got straight through to tech help (less than 2 mins) based in UK.
