The package has not yet entered testing even though the 10-day delay is over.

k3b has no old version in testing (trying to add, not update)
k3b is waiting for dbus, hal, kdelibs .... a long, long list.

It's in unstable and in stable. Dependency problems appear to be keeping it 
out of testing. Stable only has 0.11.20-1, unstable has 0.12.10-2.

It was probably removed from testing due to the removal of older kde libraries 
but the unstable release is still not sufficiently usable to replace it in 
testing.
