This is a temporary problem in unstable - I've filed a bug and the feedback 
was to either wait for kdelibs to be fixed or downgrade your installation of 
kdelibs to the previous version. I haven't downgraded, I'm just staying with 
the lack of menu.

Life in Debian unstable is a cascade of oops and checking existing bug 
reports. In future, any problems like this check Debian Bugs, file a bug if 
it doesn't exist yet using reportbug and then ask on the list.

Those can be put back (initially as non-KDE applications) but the menu itself 
won't re-appear even if you use kmenuedit until kdelibs is fixed.
