Only if you use geostationary satellites.

If you can solve the radio, and dynamic routing, issues of talking
satellite to satellite with low orbit satellites then the latency ought
to about as good as optical fibre (better for some parts of the world).

At least two organisations have already solved such problems, so it
isn't as though it is impossible. The difficult part is having the
capital to put up enough satellites to keep good coverage. Rather
different levels of finance than say shipping machines to the Phillipines.

The amateur radio people have put up experimental comms micro-satellites
piggy-backing of other launch vehicles.
