What does your /etc/hosts file show? Are there any redundant references to 
192.168.0.3?

Looking at the ping sequence it is trying to ping the address walnut.site 
192.168.0.3 whilst your address is walnut.mshome.net 192.168.0.167.

It appears to think its IP address is 192.168.0.167 if the message is
correct.

My guess is there is no interface on the network with IP address
192.168.0.3, or that it isn't up. What does "ifconfig" show.
