I'll give another vote for Eclipse. Others to consider are Griffin or star. human being on the end of the phone: that depends on your definition of human - mine is that they are capable of a reasoned thought process, with some ISPs that definition doesn't apply to first level support. For linux friendly hmmm, as has been said most ISPs only support windows out of the box. However, that said ;) get beyond the scripted frontline support and start talking to the real technical staff, and you'll find the majority have more than a passing understanding of Linux. Frontline support are limited in what support they can offer (note, this is not always the case with smaller ISPs) as many have scripts to follow for certain faults. Word your fault report correctly and you can effectively bypass frontline support. Failing that, simply word the fault in such a technical way that they don't have a clue what you're on about - if they understand you then they're worth talking to anyway.
