Plone is proper CMS (in python/zope), equally you could look at mkdoc or kerang (both again perl), or the heavyweight Bricolage (also perl) which takes on the big commercial CMS. If you really really have to stick to PHP for some absurd reason you could look at PHPNuke which is a simplified version of the slash engine (the perl cms/newsblog that powers sites like slashdot). Beware of security holes in PHPNuke and other PHP applications as they have a history of problems.
