So would I just type chmod 777 /etc/X11/X ?

Possibly. What are the permissions now?  And does it link to a file that's 
both extant and executable ?


BTW I get the same error whether I log in as root or as a user.  Would
that still be a permissions problem?

Yes. (in that 13 is EACCES). Of course, error numbers are sometimes less than 
completely intuitive.
