No it just happens when X starts.

Try "startx" as root at the command line, or look in /etc/init.d/ for a
likely candidate and run it....

/etc/init.d/kdm start of instead of kdm, xdm....

May just be the default run level ("man runlevel"), may reflect the
packages installed - like you omitted X in the install.
