That's not uncommon, you'll need the develpment version of critical packages 
before any software can be compiled.

Which distro are you using?
In Debian you have:
libdvdread3 - Simple foundation for reading DVDs
libdvdread3-dev - Simple foundation for reading DVDs

so 
apt-get install libdvdread3-dev
is required.

Otherwise, search for a suitable libdvdread package and find the associated 
devel. Google found several libdvdread-devel RPM packages.

from fresmeat & tuxfinder have so far failed to 
achieve a successful download.

You don't need to download the source for the -devel packages normally, try 
your distro CD first.
