It's not in KDE Control Center on my box - what I did find is the protocol list in kinfocenter. irc:// isn't listed so maybe it's a missing package - as I have no IRC clients configured and no non-default IRC related packages.


Is there no system-wide (or per-user) definition of protocol handlers, as there is in Windows?

It's in /etc/services so the system support would seem to be present.
