[LUG] refused connections



When would a typical server refuse a connection request?

Is it just a symptom of an overload type problem on that server?

It's an ECONNREFUSED error coming from the OS/hardware of the server, rather 
than from software (AFAICT).

I used to get loads of these errors, but now that it's holiday time, I'm not 
getting any!

I can detect these other types of errors:
DNS
socket timeout / denied connections
dropped connections
broken connections

refused connections are quite different in behaviour.
