You would need a friendly Public Sector Organisation to back you and then
you would need to make a business case of why this was an innovative way of
delivering services, etc.

Have any of the Cornish members thought about an Objective One bid e.g.
making Cornwall a leader in IT.   There would be a problem with the lack of
geographical exclusivity though.

The alternative is to investigate the education funding streams, adult basic
skills is becoming big at the moment, perhaps it is worth looking at that.

Invest to Save Budget.
Treasury offers some projects some money.

I suspect it is too heavy duty for us, and I suspect that one needs people
used to working in that area and to being sent up to London 2 days a
week, but looking at local gov might be worthwhile.
