If you have ever tested mozilla (i.e. file a bug report) you should know how things are done. Bugzilla is used to maintain bugs, as well as feature requests. You do not mention to the mozilla people you want a spell checker. You file a bug and stress its importance by voting for it and lobbying other people to do so too.
