AFAIK no distro used this key > combination as a SAK or to bring up a task/shutdown manager. Very true, the process manager (aka Taskman in Windows) is accessible via Ctrl-Esc in most distros. Ctrl-Alt-Del can be disabled and Ctrl-Alt-Backspace is the X server reset command - takes you out of a graphic login and dumps you back at the login screen.
