Without a license (does a license matter?) EIRP is 100mw limit in the EU and 
many other areas - some places (FRance) have lower limits. Remember you lose 
a bit in cables, connectors and your wAP might not be 100mw broadcasting 
anyway. 

If anyone takes any notice if a 20 degree beam is running at twice the legal 
limit is another matter
