Usually the change needs to be in /etc/fstab not in KDE. Check the options in 
/etc/fstab and add user to the options and save the file as root if 
problematic.
/dev/hdc /mnt/cdrom auto 
user,iocharset=iso8859-15,codepage=850,noauto,ro,umask=0 0 0
/dev/scd0 /mnt/cdrw auto 
user,iocharset=iso8859-15,codepage=850,noauto,ro,umask=0 0 0
/dev/fd0 /mnt/floppy auto 
user,iocharset=iso8859-15,sync,codepage=850,noauto,umask=0 0 0
If any of these are currently mounted, unmount each one as root:
umount /mnt/cdrom

Now return to ordinary user and issue the mount command.

That can also happen if you are using a bash shell and either the root shell 
or a user shell is currently using a folder on the CD (the present working 
directory must be on a different filesystem for a filesystem to be 
unmounted.) Check with:
$ pwd
in each open shell and use cd ~ if required.
