[LUG] identifying process using swap space

There seems to be an increase in use of swapspace here, as time
goes on, and while from time to time it seems to get cleared I
wonder if something is sequestering it?

Is it just that Linux doesn't clear swap space until some other
process needs it, or is there a way to identify the swap space
use of various processes, preferably ranking them by its use?
