It just takes a little tweaking of the config and toolbars. I use KDE3.1 on 
one distro and Konqueror is actually better than Mozilla in one crucial 
respect - new windows actually open as new tabs. This is more akin to Galeon 
that has been using tabs for longer than most other browsers. Even pop-up 
windows can be set to open as tabs in Galeon.
