My mistake European legislation binding on BT and Kingston
telecommunications is to provide 2.4Kbps

I knew it was less than 14.4, but more than nothing, as I
lobbied for the USO to include G3 fax's which usually use 14.4.
Fax is hardly cutting edge technology in 2003.

2.4Kbps is great for people like the Met Office who just need
remote data stations to relay in, but they can use Meteor bounce
 radio connections and other stuff.

I don't know if the standards include reliability figures for
operation, but at the very least BT may have misrepresented
their obligations to you.

Anyway the USO is mainly for people in truely remote areas, with
crappy phones lines wandering miles over open moorland -
something like I imagine Nick's place to be like - I just
thought such people ought to able to send faxes these days.
