take a look at apt-proxy.

You can use rsync://ftp.uk.debian.org/ or rsync://rsync.mirror.anlx.net/ (same 
thing) for debian and debian-non-US, and grab secuirty updates from 
security.debian.org using either ftp or http.

then point all clients on the network to use the server apt-proxy is installed 
on...
