These days when in doubt I always add the trailing "/" to such
settings.

Try "cd /var//tmp", "cd /var///tmp" etc 

Condensing multiple '/''s is Posix 1 behaviour from what I can
gather, it might break on non-Posix compliant systems (like some
flavours of BSD - stir stir ;-)
