Erm its not :)  When apache sees a request for 
http://yourserver/icons/yourprettyicon.png it will look in the local file 
system for /usr/local/httpd/icons/yourprettyicon.png

See http://httpd.apache.org/docs/mod/mod_alias.html#alias for more details but 
it sounds like you want an extra line in your http.conf file to read

Alias /icons/awstats.icons/ /usr/local/httpd/awstats.icons/
