As an active spokes person for the LUG, I have a proposal.

The LUG would be able to provide a solution up and running within 3 
months offering Email and a suite of web tools with appropriate 
funtionality.

Services would obviously need to be confirmed and a detailed proposal 
laid down of the exacting requirements. With the brief description you 
gave this could commissioned by the LUG for approximatley £10 Million
