No.  Giving a freebie CD or two = yes maybe.  Possibly even a copy of voices 
from the open osurce revolution or selected pages of it...


But the approach even to the technical leads in a council needs to be 
completely different from that.

They are driven by safety, value for money, sustainability, examples of 
success and therefore that must be a major axis of th briefing.  The ideal of 
public service is  also worth working on as well.
