I do have a couple of candidates in mind, and some experience of this by 
virtue of being part of the OSS briefing to the NHSIA and of course my OSHCA 
links.

So the question is not hypothetical but topical, and inviting action.

The heading quote comes from within earshot of the e-envoy, Cabinet Office, 
and other national level entities.  I copied it verbatim because it is both 
correct and well phrased.
