Most *nix systems let root login on the console if it has
violated the false login count, I'm sure NT must have something
similar.

The one security feature I do envy from W2K is that you can
mandate and enforce ctrl-alt-delete to login - go read the NSA
web site for an explanation - might not be perfect but it is a
good start.
