Yes.  They featured in a lot of job ads round about the late 1980s.

Are they legacy, what are the good points and the disadvantages? Do they
require a *nix platform?

No idea,  I don't think they were originally a unixism, but if they
weren't then their original platform has probably died.

I would be interested to know as my local council in the South hams use them
and I am applying for a job there.

I expect google could tell you something.
