SMSGMS is lurking somewhere if you want a program that does it
via modems, it queues them, and all sorts of stuff.

I've found SMS messages themselves pretty unreliable, although
that was before it became fashionable for every school kid to
send a dozen a day.

Seen a couple based around using free website services, but I
think this is discouraged to avoid spam these days, just
dropping in the requisite URL and submitting it (curl/wget type
tools).
