There are versions that use a PSTN modem for the return channel, and some
offer a satellite-based return channel.I think the GILAT equipment is one of
these, but they'd be expensive, and yes, you would need a licence for that. 

£80 for the dish & card isn't bad: the dish is probably 1/2 of that. Value
for money? depends on the rental costs.
