I suspect it will always be thus as it is a moving target, just create a
FAT32 partition to exchange data via on dual boot systems, with read
only NTFS this should be sufficient for most purposes. Sure you can't
fix your bust NT installs from Linux, but then you can't fix your bust
Linux installs from NT easily either.

Modern filesystems are complex beasties, and trusting your data to
re-engineered implementations is likely to introduce more risk than most
people need.

Just because software exists doesn't make it wise/sensible/safe (delete
as applicable) to use it.
