Earthing things by wiring them to a big pipe that goes underground is
usually fine, just make sure it isn't a gas pipe (or runs near one).

Fancy circuit breakers on earth that detect leakage and cut off are a
recent innovation for much of the UK, and I'm not that old. Our physics
teachers thought they were a pain in the butt as everytime someone
fouled up in electronics the power would cut to the whole lab.

Whether lead piping is a good choice is another question, on the upside
lead piping has good resale value, being worth its weight in lead.

The only overseas charity fund I'm aware of would be funded by Mr & Mrs
Gates, and I think they are mostly interested in health related
technology projects in the third world.
