out of the box on win NT and 2k, every user *is* root, until teh system is
nailed down a bit. Unlike a unix system where all system and important
files are already owned by root by default.

more importantly winNT and 2k are still single user operating systems. Try
having two people remotely controlling the box and watch the chaos. :)

(of course if they were smart the'd use a decent command shell, rcs
changes to system files, and a load of command line system tools, but none
of these come installed as default you have to buy or download them.)
