The documents refer to delegation a lot because that is why you would be
using cidr addresses. In your case you have specified netmask 255.255.248,
so who owns the rest of the subnet? It may be that *they* - your parent name
servers - have to delegate things correctly so that you can get your reverse
lookups to work.

>From what you sent I would say that you (and perhaps the parent nameserver)
have not setup the relevant 'part' of the subnet. You can't - as it says -
include subnet 172.16.18 addresses in the 172.16.16 file. If your 'network'
occupies the 172.16.18.0/255.255.248.0 IP address range then your numbers
are going to go from 172.16.16.0 up to 172.16.23.255 (8 network ranges in
effect). Now, whoever looks after the 172.16.16 addresses has to delegate
the relevant parts of that (assuming that they do not own the entire
172.16.16 range - this is where the delegation bit comes in). To do this
they must specify the netmasks and which files or where (i.e. nameservers)
will deal with the relevant parts of the network range.

In your case you would have a file setup for subnet 172.16.16/248. I think
the problem is who controls 172.16.16? It is for them to delegate it to you.
If that is done, then you should be able to create the reverse lookup file
specifiying any of the addresses you own (regardless of the 172.16.16,
172.16.17...bit) - it can all go in one file because the parent will have
specified the netmask of 248, and so Bind will 'know' the range that you
will own (you'll get the same error message if you specify an out of range
address :-))

Surprisingly, I do not think the hard part is for you but for whoever
controls the actual 172.16.16 network and in delegating part of it to you.
