SuSE documentation says that when moving from one runlevel to 
another, a service will only be started if it was not running in 
the previous runlevel.

(I'm unsure suddenly what that means if a service that should be 
running has been stopped though)

That would apply as well to changing states as progressing in a 
hierarchy of course.
