I just got hold of a 'new' O'Reilly book "Google Hacks" (actually found it
in Waterstones in Exeter!).  It has a section on this (and driving the
Google API, which is why I bought it).

Google does not use meta tags.
Google pays particular attention to text in properly marked 
headings so that was excellent advice.
Google also attends to the text within links to a page.

Google will report text, I think it doesn't report the meta 
descriptive text, so putting something at the top of the page 
that describes the page or site is a good idea.

ht:/Dig the open source search engine _does_ pay attention to 
meta tags, and even defines some of its own.

The eGIF (electronic Government Interchange Formats) 
specification is for the Dublin Core terms in metadata in the 
header.  (Dublin Ohio.)   That stuff seems to work well, but is 
more used in formal and controlled systems at present than on 
the Wild Wild Web.
