ADSL enabling phone exchanges shouldn't be news in the 21st
century.

I still hold that BT are avoiding ADSL enabling exchanges as it
undermines broadband revenues - no competition - no reason to
offer cheaper services.

Now how does it cost 12.5 million to ADSL enable 12 exchanges,
and buy 3,000 odd ADSL routers..... ADSL routers are less than
100 USD retail, so that is about 100,000 pounds, and retail
DSLAM per port pricing is less than this, so what is happening
to the other 12 million pounds ?
