I had a quick look a few weeks back, and drew a blank for free software.

2D CAD is well served at the simple end (QCAD), 3D CAD seems to be a bit
of a gap - a GNUCAD project exists but is unfinished.

I dare say there are tools out there somewhere that could be used, but I
also specifically wanted a room planner rather than a general purpose 3D
CAD system, although I'm not sure what the difference would be - I guess
we want "gravity" ;)
