I'm biased as I work for an ISP who could resell you a BT product ;)

We have sometimes recommended clients go with Eclipse, who despite being
local (Exeter) are doing very well in the national rankings (1st last
time I looked for Business ISP broadband), and seem to have some good
ideas, and well organised offerings.

AFAIK Eclipse will allocate static IP addresses above 2 (or possibly 3)
by completion of the standard RIPE request form, which is what most ISPs
will require I suspect.
